Professor Ram Takwale- Profile

Ram Takwale (born in 1933) had his schooling in a village and Pune, higher education in Pune University and Ph D from Moscow State University. He has taught Physics at Fergusson College and Pune University. His teaching and research interests shifted from theoretical physics to studies & development in education during the later part of his career since he became Vice-Chancellor.

Professor Takwale was Vice-chancellor of:
  • Pune University, Pune (1978-84)
  • Yashwantrao Chavan Maharashtra Open University, Nashik (1989-95)
  • Indira Gandhi National Open University, New Delhi (1995-98)

He was President of :

  • Association of Indian Universities (1994)
  • Asian Association of Open Universities (1995-98)
  • Founder Member and the President of the Maharashtra Academy of Sciences (1994-95)
The Indian Distance Education Council

He was also the Chairman of National Assessment and Accreditation Council (NAAC), Banglore (2003-06). Chairperson of the Sub-Committee on Education in MCCIA. Pune.(2002-08).

Prof Takwale is a Chairman of the Committee appointed by the Kerala Government for establishing State open University (2008).

He is associated with the Commonwealth of Learning, Vancouver, Canada, through its programmes and was a member of the COL Review Committee & Regional Advisor (South Asia) to the President of COL and Regional Advisor to COL’s strategic Three Year Plan for 2006-09.

He is actively associated with many voluntary organizations such as Vanarai, Samata Pratishthan etc.

Contributions

Professor Takwale’s contribution includes the development of a model of YCMOU responsive to the needs of the region, models for work-place based learning, use of ICT in administration and education, ICT based teacher training model.

He was a COL consultant to ICRISAT for its Virtual Academy for Semi-Arid Tropics (VASAT) and to some universities in agriculture in their extension education programs. He was also associated in various capacities with the Association of Commonwealth Universities, International Council for Distance Education and many committees and bodies at the national and international levels.

Dr. Takwale was the Chairman of the Committee appointed by the Department of Higher and Technical Education, Government of Maharashtra, for IT use in Higher and Technical Education in Maharashtra. The Committee Report led to the establishment of Maharashtra Knowledge Corporation, a public-private partnership company for creating new paradigm of education and eliminating digital divide. MKCL was promoted by the Government of Maharashtra and universities in Maharashtra in 2001 and has become a success story in offering e-frameworks for total educational governance and large scale training in a basic IT literacy course with three million trained during the last 7 years through a large network of 5000 access centers all over Maharashtra. The company is expanding internationally and getting replicated in India.

For the last few years, Ram Takwale is keenly interested in the use of ICT for creating opportunities for quality education for all. He is working on generating educational transformation by employing Communication Revolution with ICT applications, networking, mobilizing people and building their consortia and partnerships with win-win approach. His life-long concerns is to extend education to help develop people, particularly in the scenario of diversity, disparity, deprivation and large numbers. He is keenly interested in developing Future Now model with transmode education in a connected society and based on constructivist theory- the future scenario based situated learning and situated development. The programs are aimed at creating large techno-social system. The goal is to create level playing field for all for offering empowerment and transformation. Specifically his interests are:
  • I-CONSENT programs based on Public-Private-Community partnership,
  • Large scale direct training of teachers for school and educational transformation (e-B Ed and e-teacher training)
  • Quality School Education for All (Virtual School and Learning Homes)
  • Future Now model with New Education based on empowering and transforming processes based on equality and justice. Constructivist OER for Schools with New Education system development on the basis of Mahatma Gandhi’s Nai Talim.

  • COL Honorary Fellowship in 2002.
  • UGC: Swami Pranavanand Saraswarti Award in education for 2003.
  • BRAOU: Honorary D.Litt. in 2003.
  • AAOU: Award of Meritorious Service (2003)
  • Tilak Maharashtra Vidyapeeth: Honorary D.Litt. (2004).

Professor Ram Takwale is an Emeritus Professor, Director of MKCL, President of the I-CONSENT (Indian Consortium for Educational Transformation) and Chairperson of the Indian Institute of Education, Pune. He has the background of a University Professor, educational planner, administrator and developer. He was vice-chancellor of Pune University, YCMOU, Nashik and IGNOU, New Delhi. He has worked for many national and international bodies and organisations. He is associated with many voluntary organizations in Maharashtra, India.

He is linked with development of Maharashtra Knowledge Corporation Ltd from its inception and sees a possibility of using e-Platform and support services of MKCL in creating new models of developmental education. A goal set for the program of developmental education is to link it with social transformation by employing Information Communication Revolution and creation of value based economy of permanence.
